Shin-Line and Lotte Global Logistics to Establish a 3PL Operator in Central Asia

The Shin-Line Group of Companies and South Korea’s Lotte Global Logistics (LGL) are launching a joint project to establish a transportation and logistics operator, Shin-Line Lotte Global Logistics (SLGL). A corresponding Memorandum of Understanding was signed in Seoul by Andrey Shin, President of Shin-Line, and representatives of Lotte Global Logistics.

The new operator will operate in the 3PL services market, providing comprehensive logistics solutions both to companies within the Shin-Line Group and to third-party clients. Potential customers will include retail chains, the CSV segment, and online stores.

The project will combine Shin-Line’s production and distribution infrastructure with Lotte Global Logistics’ international logistics expertise. Shin-Line will provide the joint venture with cargo flows, warehouse facilities, and a vehicle fleet, while LGL will contribute technology and expertise in logistics management, including advanced TMS and WMS systems.

The ownership structure of the joint venture will be as follows: 51% — Lotte Global Logistics and 49% — Shin-Line. The total investment in the project is expected to amount to approximately KZT 1 billion.

“It’s quite simple: we have significant cargo flows and an established base in the region, while Lotte brings world-class experience and technology. By combining these strengths, we can eliminate unnecessary costs and take logistics to an entirely new level. At the same time, we will not be working solely for our own needs — the new operator will also be able to provide services to other companies. The key priority now is to establish the right processes and deliver a truly strong service to the Kazakhstan market,” said Andrey Shin, President of the Shin-Line Group of Companies.

The project will be implemented in several stages. The legal establishment of the joint venture is planned for 2026, followed by an operational stabilization phase in 2027. From 2028 to 2031, the project is expected to scale up, with the development of a 3PL services network in Almaty, Astana, Shymkent, Karaganda, and other regions of Kazakhstan.

A 40-member expert working group has been formed to implement the project, with 20 specialists from each side. Lotte Global Logistics is leading the project development in close coordination with the Shin-Line team. A final report containing the financial and economic indicators and the roadmap for establishing the joint venture is scheduled to be presented in October 2026.

The establishment of SLGL will mark a new stage in the development of Shin-Line’s logistics infrastructure, combining local infrastructure and expertise with the international technologies of Lotte Global Logistics. The new operator will focus on providing comprehensive logistics solutions to a broad range of clients across Kazakhstan.
