Shin-Line Group and Foodpolis to Establish a Food Cluster in Kazakhstan

Kazakhstan’s Shin-Line Group and the Korea Food Cluster Promotion Agency have signed a cooperation agreement aimed at establishing and developing a modern food cluster in Kazakhstan.

The project will draw on the experience of South Korea’s Foodpolis, a state-supported food cluster located in Jeollabuk-do Province. The cluster brings together food manufacturing facilities, research laboratories, and innovation centers on a single platform, creating an integrated environment for the development of the food industry.

Under the agreement, the Korean side will provide Shin-Line Group with comprehensive consulting and expert support. The cooperation will focus on studying and adapting the Korean model to Kazakhstan’s conditions, developing effective support mechanisms for food industry enterprises, transferring knowledge and management technologies, and facilitating the entry of domestic producers into international markets.

The agreement is strategic and consultative in nature and does not involve direct financial investments or property-related obligations. The parties also intend to exchange information on government support programs and develop joint information-sharing initiatives.

“Today, President Kassym-Jomart Tokayev identified the development of a food cluster as an important priority for Kazakhstan. Our project is fully aligned with this objective. We signed the memorandum with Foodpolis to leverage Korean expertise and jointly develop a food cluster model that can operate effectively in Kazakhstan. For us, it is important to create not just a standalone facility, but an entire ecosystem where producers can access technologies and expertise, develop processing capabilities, and enter new markets. This is a long-term project, and we are starting by studying and adapting the best Korean practices,” said Andrey Shin, President of Shin-Line Group.

In the long term, the creation of a food cluster will enable Kazakhstan to establish an ecosystem for food producers that brings together manufacturing, processing, technological expertise, and the development of new solutions.

The expert support of the Korea Food Cluster Promotion Agency will focus on building an efficient value chain — from raw material processing to the production of finished products with high added value.

Studying and adapting international best practices will create additional opportunities for the development of Kazakhstan’s domestic food industry, increasing the technological capabilities of enterprises and expanding the country’s export potential.
