Deputy Prime Minister of the Republic of Kazakhstan Aida Balaeva Visits the Shin-Line Production Complex

On February 19, Deputy Prime Minister of the Republic of Kazakhstan and Minister of Culture and Information Aida Balaeva visited the production complex of Shin-Line, the largest ice cream manufacturing plant in Central Asia. The main purpose of the visit was to conduct outreach and explanatory work with the company’s workforce and to discuss the upcoming constitutional reform.

Addressing the employees, Aida Balaeva emphasized that the current Constitution has served for 30 years as the foundation for Kazakhstan’s development as a dynamically growing state. According to her, the draft of the new Constitution places special emphasis on the country’s core values.

“In the preamble of the Basic Law, such key values as education, science, culture, and innovation are, for the first time, enshrined at the constitutional level. Without them, the development of the state is impossible. The Constitution is the foundation for all subsequent decisions—both legislative and budgetary,” Aida Balaeva noted.

She also highlighted the role of science and education in modernizing production and improving product quality, stressing the importance of закрепление these principles at the level of the Basic Law.

During the meeting, it was noted that the new version of the Constitution for the first time includes provisions related to culture and the protection of historical and cultural heritage.

At the conclusion of the meeting, employees of the enterprise asked questions and shared suggestions regarding further outreach efforts. Participants emphasized the importance of active civic participation in the upcoming national referendum.
